The main charges on an import
When goods arrive in Pakistan, several charges can apply:
- Customs Duty — a percentage of the goods’ assessed value, set by the product’s HS code.
- Sales Tax — applied on the value plus customs duty.
- Additional Customs Duty and Regulatory Duty — apply to certain categories.
- Withholding / Income Tax — collected at import stage.
- Anti-dumping duty — may apply if goods are priced below fair market value to protect local industry.
Because these stack on top of each other, your effective tax rate can be well above the headline duty figure. Always calculate the full picture before ordering.
HS codes decide your rate
Every product has an HS (Harmonized System) code — sometimes called a PCT code in Pakistan. This code determines the exact duty and tax percentages your goods attract. Getting it right is critical: an incorrect code can mean overpaying, or worse, penalties and shipment holds for misdeclaration.
The FBR duty calculator
Once you know your HS code, you can estimate your liability using the FBR’s online import duty calculator. Enter the code and the declared value, and it returns the applicable duties and taxes. Use this before you buy so there are no surprises.
WeBOC and PSW
WeBOC (Web-Based One Customs) is the electronic system Pakistan Customs uses to process every import and export. It has been progressively integrated with the Pakistan Single Window (PSW). To clear goods in your own name you must be registered — most first-time importers work through a licensed clearing agent who files on their behalf.
